i'm just doing dot product..
if the result is greater than 0 .. then i assume that the satellite can hit the hurricane..
am i correct..?

i'm getting WA..

Draw a circle and place two points on it at 0 and 90 degrees. Draw a line between those points. If you wish, put the points at 0 and 89 degrees and let one of them be slightly outside the circle (altitude of the satelite is small compared to the radius of the Earth).
