Northeastern Europe & Russian regional contest

Has anybody attended this contest(Northeastern Europe & Russian regional contest), please help me, i heard that at contest there avoided to use STL (C++). is it right?

I participated in NEERC four times. We used STL and I think it will be available this year too.

This year I participate in South Subregion of NEERC. I don't hear about it. Where you hear it?
