About ICPC and NCPC contest certificate(Only for Bangladesh)
I know that ICPC and NCPC contest certificate are very valuable for a programmer but one can have this certificate if his/ her team could be able in top ten rank. when we do not took place in top ten we got a honerable mention certificate which is actually valueless.But this is not a good judgement i think. I think that if we got eleven place we got honerable mention certificate and if we got ninety six place we also got honerable mention certificate.Is this a good policy? Perhpas it would be better to give a certificate which will mention his/ her rank in the contest if his or her team solve at least one problem.

Well! U did not mention specifically from which contest (NCPC or ICPC) for getting what position you have got an honourable mention certificate.
The rule we follow, says:
Usually only the top 10 teams are given their certificate on the contest day because it gets quite difficult to print all the certificates within that short time. In this year's ICPC we gave away honorable mention certificates to ALL the teams. It doesn't mean that the teams that are not in the top 10 will get an "honorable mention" written on their certificate. But if it happens that after applying the median rule on the contest ranklist only the top 10 teams are to be ranked, then there's nothing to do about the others.
If you have not received the certificate of a particular contest, please contact the university who have hosted that.

Somehow, I feel that the median rule has not been applied. Teams who could solve a single problem are ranked. This would make many of the teams happy. As for myself, I'm not happy to see that the rule has not been followed.
I think this is decent enough and we must not ask for a change.Teams that solve the median number of problems or higher will be ranked according to the most problems solved; teams solving less than the median number of problems will be acknowledged but not ranked.

where even teams solving zero problems were ranked some unknown way, except one poor team still managing to get Honorable Mention (I'd guess they paid the fee but didn't show up, but that's just a wild guess).

you can see that teams solving zero problems get ranked according to number of submissions, and the team that got honorable mention even didn't submit any program (I don't know if they showed up or not).
Btw, this ranklist should also explain why the team name of the UPC team at the world finals is 4:59:59 . I watched the contest online and the result of this submission was only displayed several hours later (but normally all results are displayed also during last hour).

I think we will find more interst in programming contest if we got rank base cirtificate. so i agree with mohiul alam prince.
It's kind of odd that you quote me and deduce something which is nothing I indicated. So let me elaborate.

No, you can't say that. The main reason you don't get a certificate is that the people who are responsible for hosting the contest becomes horribly lazy once the contest is over. I said that it is very difficult to print the certificates on the contest day.
