I really like all of these programming problems.
Is there a method or procedure for submitting new problems?

Hmm
There are two ways to add problems:
a) You can send problem statement, solution and judge data to contest@acm.uva.es. If we like it we will use it in our online contest and after the contest they will be added to our volume.
b) You with some of your friends can arrange a contest in our server. Ofcourse we will look at the problems to see if they meet the minimum requirement. We won't check in detail your problem in this case so correctness is your responsibility. Look at the http://online-judge.uva.es/contest/ for how to arrange a contest. I mention your friend because so that they can write alternate solution for your problems.
Option A is risky because in some cases your problem will never be used. Remember that your problems in this case have to compete with problems from other problem setters to get into our contests. To adopt option B you have to prepare at least 5/6 problems to arrange a full contest.
I am not under estimating you nor trying to make you afraid. I don't know you. It may be that you are a very good problemsetter already. Once you submit some good problems or arrange a good contest the door is wide open for you to contribute in the future
