In all the problems I have submitted via web (156,397,562,10071) I always got the "Can't be judged" error, and these problems are currently being solved by other people. I just don't know what to do about it. Can please someone help me?

I think it is due to the options you set during registration.
In one of the options, you were required to specify how you want online judge to receive your code. If you set it to the "email address" instead of "from any host I may use", you could get this error. Try changing the options.
If you have opened your account recently, open a new one, because at this moment you can't update your registration info.
