The finals slots are allocated almost entirely by the number of teams that compete in the regionals. Until recently, the vast majority of teams have been North American. As Europe, Asia, and the southern hemisphere have developed more regional participation, their representation at the finals has increased. Bill Poucher, the contest director, has been a very big proponent of internationalizing the contest and trying to facilitate equal opportunity from all regions.

ICPC refuse to publish the judges' data, so teams whose submissions were judged incorrect can onlly guess at the reason why. Although acm.uva.es contains many past finals problems, the test suites for these have been composed by third parties, and may not reflect those of the actual finals. 2004 will be no exception.
