That's wrong, because on the slower old judge the time limit was 10 seconds, on the faster judge the time limit is 3 seconds.

So I suppose then that old submissions must be rejudged if the time limit was modified.

exactly, as soon as we solve this poltergeist, all submissions will be rejudged.
