Am I the only one, who can't understand the problem statement?

Will anyone show me how output of second input is 419431.27273?

I'm not getting it.
the minimum possible sum of the taxes
and
maximum total tax
are confusing me. What should I take? Minimum or Maximum? Thanks in advance.
