Which is the best c++ IDE program?

I have Dev-C++ 4.9.9.0 but debuger isn't working.
Please prefare me the best c++ IDE program.

If you are using windows, use Visual C++.

yeah. I am using DevCpp. It's a cool IDE, but I hate it's debugger, it's buggy :P

If you're concerned with debugger, I'll obviously suggest Visual C++ for Windows. For Linux - Kdevelop might be a good choice, though I've not used it much for solving contest problems.
